The CEQA Report
A CEQA report is a comprehensive analysis of a project’s potential environmental impact, potential problems, and mitigations. The CEQA report is presented to the Planning Commission for their consideration in accepting or denying a CUP. In our case, the report was prepared by the engineering firm Resource Concepts Inc (RCI) as contracted by the Mono County Planning Department. Our CEQA Report is 184 pages. We were not allowed to review the report prior to its release. This is unfortunate because it contains a few references that deviate from our application and have lead to confusion. For instance, while it correctly refers to our cultivation buildings as “indoor” structures 115 times, it also refers to them as “greenhouses” 28 times.
We do not have any greenhouses, and while it might seem like a simple semantic error of interchangable terms, the rules for greehouses are vastly different from those for indoor grows. RCI is aware of these discrepancies and is correcting them for the final document which is expected to be ready for the County Planning Commissioners by December 7.
